Background

Ine Amaterasu was born in the Land of Water, one of the Five Great Shinobi Countries, within Kirigakure (Kirigakure no Sato: Village Hidden in the Mist), The Land of Water's own shinobi village that was infamously known as Village of the Bloody Mist (Chigiri no Sato) for one cruel reason. In its academy students of the lowest caste (Aka those who belonged to the families that were defeated in battle and annexed into Kirigakure) wishing to graduate were forced to fight to the death and only those that survived could advance to the ranks of the ninja. 

Ine's parents however, both of which were Kinigakure Ninja (at separate times both went through and survived the academies brutally cruel final exam) knowing the cruelty of the Academy's final exam did not want nor wish for Ine to partake in something so traumatically brutal when she did come of age to start attending the academy. Thus they made the decision to defect/abandon Kirigakure and escape to another village, the chosen village was Konohagakure. 

Once in Konohagakure did they intentionally hide their forehead protector of their former village and seek an audience with the Third Hokage: Hiruzen Sarutobi, what all exactly was discussed and talked about when they did get to meet with the Third Hokage is unknown to Ine due to her age at the time this occured, it was also kept secret to the rest of the village with only the Hokage and successor Hokage's and the Anbu having this knowledge.

Thus by the time they settled into Konohagakure was Ine old enough to enroll into Konohagakure's academy where she like other children would be taught the necessary education for daily life but also the ways of the shinobi (well ways of the shinobi befitting the culture and traditions of Konohagakure)
